It is my understanding that because he was drafted in last years MLB draft that he should have been unavailable to be acquired by anyone in our league until this years draft but he is on the list of taken players. Is he or is he not available in our FA/Rookie draft?

I just checked the End of Season Rosters from last year. He does not have him on his MLB Yahoo roster.
The only thing I can think of is, the kid did take the fast track from C.W.S. to W.S. in 4 months.

He pitched in the big leagues in September so I picked him up. My thinking was he's in the majors so free agent even if he was just drafted. Easier forgiveness than permission yadda yadda yadda.

It's kind of a loop-hole, but I think New Orleans is correct. Once a player is called up to the MLB and plays in actual games, then they should be eligible to be picked up via free agency.
Finnegan did pitch in 7 games for the Royals last season.

8. Free Agency a. Bidding system New to 2012 we will be implementing a Free Agency bidding system. Each manager will bid on players from a pool of points they were designated at the beginning of the season. Bidding on a certain player will close exactly 24 hours from the time the last bid was made. All bids MUST be made on the Free Agency thread on this ProBoards site. All bids must be made in whole dollar amounts. FA points can NOT be traded from team to team. b. Points Each season managers will recieve 50 FA points that they will use to acquire Free Agent players. At the end of the season if a manager has not exhausted their entire pool of points they will retain 25% of the unused points for the next season (rounded to the nearest whole dollar amount.) c. Off- Season During non Free-Agency periods of the offseason all points will be frozen. d. Eligibility FA points may be used on current Major League players ONLY! You may not bid on or pick up Minor League players or players who were drafted during that year's amateur draft. Adding a player before you have won a bid on that player will result in a losing your opportunity at ownership of that player for the rest of the current season. Like I said we can decide to change the rule if we want but that's the way it was intended
Not saying you were wrong, it is just not something we have had to deal with yet

Are there any rules on when foreign players can be drafted or bid on? They don't go through the draft process with the MLB, so I could see this being a gray area that we might want to go ahead and clear up. For example, can we say once a foreign players files for free agency they are available to draft and/or bid on. But not before.
Under this ruling, it was perfectly legal for Montreal to draft Yoan Moncada with the first pick. Moncada defected from Cuba and filed for free agency on February 3rd.

Jorge Soler was also bid on as a Free agent 2 years before he played a big league game. Have you considered that I'm being attacked because I am the reigning champion and you are all just peanut butter and jealous sandwiches?

International players can be bid on as soon as they are FA eligible but NOT during FA blackout periods like between post season and this current draft, in that way we are doing it correctly.
This is why I say Finnegan no. But rusney Castillo def yes
